Faith Luper has filed a class-action lawsuit against Stop for Kids LLC, accusing the company of violating civil rights through an unauthorized camera-based stop sign ticketing system. The complaint was filed on February 21, 2026, in the United States District Court for the Eastern District of New York. The plaintiff alleges that Stop for Kids LLC operated this system within the Village of Saddle Rock since October 10, 2022, without any legal authority under New York law.

According to the complaint, Faith Luper received three violation notices based on this camera system and paid fines totaling $180. She claims that there is no enabling legislation allowing such a system in Saddle Rock and accuses Stop for Kids LLC of unjust enrichment by collecting fines illegally. The plaintiff argues that the defendant's actions have violated her civil rights and those of others similarly situated by acting under color of state law without proper authorization.

The lawsuit highlights that efforts to obtain legislative approval for such a camera system have failed, yet it continues to operate unlawfully. The complaint further states that Stop for Kids LLC issued violation notices to vehicle owners regardless of whether they were driving at the time of the alleged infraction. The notices demanded a $60 fine per violation with additional late fees if not paid on time.

Faith Luper seeks a refund of all fines paid by herself and other affected individuals, as well as damages under applicable laws and regulations. She also requests that the court certify this case as a class action due to the large number of people involved—estimated to be over 7,244—and because individual lawsuits would be impractical given the minimal amounts involved per person.
