Farmingville, NY - On June 26, 2025, Supervisor Daniel J. Panico and Councilwoman Karen Dunne Kesnig announced a significant court settlement with SARV Properties LLC, a landlord responsible for numerous housing code violations in Mastic Beach. The Town of Brookhaven reached this agreement as part of efforts to protect tenant rights and preserve neighborhoods.
“This settlement represents a turning point in how Brookhaven confronts negligent landlords,” said Supervisor Panico. He emphasized the need for landlords to manage properties safely and effectively, marking an end to minimal fines and overlooked violations.
The settlement includes $103,500 in fines after enforcement actions on 100 rental properties resulted in 196 summonses and 131 guilty pleas. Councilwoman Dunne Kesnig highlighted the importance of decisive action against the landlord due to ongoing complaints about unsafe conditions.
Local civic leaders, Senior Assistant Town Attorney John Rouse, and Planning Commissioner Jim Tullo were involved in addressing violations such as unregistered rental properties, illegal conversions causing overcrowding, construction without permits, and neglect affecting neighborhoods.
Supervisor Panico pointed out public safety risks from illegal alterations during emergencies: “When firefighters enter a smoke-filled home expecting a standard layout only to encounter hidden walls and altered floorplans, it endangers lives.”
As part of the agreement, six vacant properties have been deeded to Brookhaven for preservation as open space. These parcels are located on Elm Road, W. Riviera Drive, Forest Road, Bellport Road, Grassmere Lane, and Hickory Road in Mastic Beach. Property owners will cover closing costs and property taxes for 2025–2026.
Councilwoman Kesnig praised the outcome: “We are now at the point where this corporate landlord is being held to task.” SARV Properties LLC will also open a part-time local office at 54 Presidents Road in Mastic Beach for direct communication with officials and residents.
Supervisor Panico concluded by emphasizing justice for residents who deserve dignity and safety: “This is about justice for residents who deserve dignity and safety.”
