A lawsuit has been filed in the Eastern District of New York on Nov. 12, 2024, accusing several Suffolk County officials and entities of violating the civil rights of Reverend Dr. Juan-Jose Brookins through a corrupt enterprise involving the misapplication of traffic laws.
Brookins, also known as Jawan Bey, claims he was wrongfully ticketed for traffic violations that do not apply to him as a "natural man" who was not engaged in commercial activity on public roads. He argues that the Vehicle and Traffic laws are being misapplied to individuals like himself, infringing on their constitutional rights.
According to Brookins, this misapplication is part of a broader fraudulent scheme to deprive citizens of their rights under color of state law.
Brookins alleges that the scheme involves several officials and entities, including New York State Department of Motor Vehicles Commissioner Mark J.F. Schroeder, Suffolk County First District Court judges Andrew A. Crecca, Susan A. Berland, and Mary Kate Mullen, Suffolk County District Attorney Ray Tierney, Police Officer Morash, and others.
He claims they conspired to enforce traffic laws beyond their jurisdiction to generate revenue through fines unlawfully imposed on private citizens.
In his complaint, Brookins seeks $9.75 million in damages, including compensatory and punitive damages of $1.75 million per defendant, tripled under the Racketeer Influenced and Corrupt Organizations Act (RICO).
He also seeks statutory damages for each traffic infraction issued against him and exemplary damages for the violation of his constitutional rights.
